Subrogation recovery

Paid claims hide money you can recover: the other party's fault sits in an accident report or an expert's note that no one rereads before the time limit runs.

With the systemEach paid claim read for who caused the loss, the other insurer found, the application drafted; the specialist decides.

Agreed accident report (kaza tespit tutanağı) · Ankara

Vehicle A was stopped at a red light; vehicle B, unable to brake in time, hit vehicle A from behind. Both drivers signed.

→ B at fault · recover first from B's liability insurer

The document as it arrives. In red, what the system marks for your expert.

1. The work

Today

  1. ReadAfter a claim is paid, a recovery specialist rereads the file for someone else at fault: the accident report (kaza tespit tutanağı) and what each driver marked on it, the police report, the expert's report, the photos, and, outside motor, a neighbor's leak or a contractor's fire.
  2. GatherThey look up the other vehicle's motor liability policy at the insurance information center (SBM), the amount and the date paid, and whether anyone has already started a recovery, screen by screen.
  3. CheckThe fault share, what can be claimed from the liability insurer within its limit and what only from the person at fault, and the time limit are worked out by hand.
  4. WriteThe written application to the liability insurer is typed with the documents it needs; the notice to the person at fault, separately.
  5. DecideThe specialist decides whether to pursue and how: a written application, the Insurance Arbitration Commission (Sigorta Tahkim Komisyonu), or a lawsuit or enforcement through your lawyers; small and doubtful files wait the longest.

With the system

  1. ReadThe SLM reads every paid claim's file, whatever the line, and returns who caused the loss and on what evidence, what each driver marked on the accident report, and the amount paid, each with its page.SLM
  2. GatherThe agent, with read-only access, matches the payment, pulls the other party's liability policy through the SBM query, checks your recovery records for an open file or a counterclaim, and lists the documents still missing.Agentic AI
  3. CheckYour recovery rules, run as code, not a model, give the share to claim from the liability insurer and the rest from the person at fault, and the last day, counted from the start your legal team sets.Your rule
  4. WriteThe SLM drafts the written application to the liability insurer and the notice to the person at fault in your templates, with the document list, marking every gap for the specialist.SLM
  5. DecideThe recovery specialist checks the file and decides, as before: pursue or not, and how; nothing is sent, filed, or settled until the specialist or your lawyers send it.Person decides

How the agent's work is arrangedFixed workflow

Fixed workflow

Every paid claim takes the same steps in the same order (match the payment, find the other party's policy, check for an open recovery, list what is missing), so a fixed workflow fits and leaves the agent nothing to choose.

How the models are trained and tested

Your expert writes the test first. A step the test does not need is skipped, and we say why.

Show the training steps

Small language model (SLM)

  1. Test set

300–500 paid claims across your lines, labeled by your senior recovery specialists with who caused the loss, the evidence, and whether a recovery was open, plus 100–200 letters they grade against your templates.

  2. Dataset

Paid claim files, the recoveries pursued and their outcomes, and the letters sent; personal data masked in training copies.

  3. Continued pre-training (CPT)If needed

Only if the base model fails the test on claims and accident-report vocabulary.

  4. Supervised fine-tuning (SFT)

On reading each line's claim files and on your application and notice templates.

  5. Reinforcement learning (RL)Skipped

Skipped: reading a file and writing to a template are taught by fine-tuning, and no further reward is needed.

  6. Retrieval

Retrieval supplies your current templates and recovery policy; the share and the last day come from the rules, never from the model.

  7. Monitoring

The specialist reviews every file; a recovery the reader missed, found later by a person, joins the next test.

Where the agentic system stops

The recovery specialist decides every file: pursue it or drop it, and how, by a written application, the Insurance Arbitration Commission, or a lawsuit or enforcement through your lawyers, and whether to accept a settlement offer.

Show its tools, limits, and record
Tools and access
Reads the claims and document systems and your recovery records; runs the SBM policy query, read-only; writes only the recovery file.
May not
Send an application or a notice, apply to the arbitration commission or a court, accept or refuse a settlement, write off a recovery, contact the other insurer or the person at fault, or grant itself any access.
Who decides and the written limit
Recovery specialistThe recovery specialist decides every file: pursue it or drop it, and how, by a written application, the Insurance Arbitration Commission, or a lawsuit or enforcement through your lawyers, and whether to accept a settlement offer. The system never sends an application or a notice, never applies to the commission or a court, never settles or writes off a recovery, and never contacts the other insurer or the person at fault; disputed fault, injury, or a near last day goes to the specialist, marked.
Stops when
Fault it cannot read with confidence, a disputed or shared fault, bodily injury in the same accident, a last day nearer than your policy allows, or a counterclaim against your insured: the file goes to the specialist, marked.
Record
Every document read, the SBM query and its answer, the rule-table version, the share and the last day it gave, the drafts, and who decided, sent, and settled.

3. Value and conditions

Where the time goes, and what your institution will measure.

Where the value comes from

  1. Recoveries found in paid claims no one reread.
  2. Applications made before the time limit runs.
  3. Specialist hours spent on the files worth pursuing.

What your institution measures

  • Paid claims read for a recovery
  • Recoveries opened per month
  • Recoveries lost to the time limit
  • Amount recovered against amount pursued
  • Specialist time per file

Measured in the Decision Blueprint

Today's share of paid claims reviewed for a recovery, the recoveries lost to time, and the amount recovered, from your claims and recovery records, set the baseline; your institution sets the target.

Conditions

The rules, the data, and the known error, with its guard.

  • When the indemnity is paid, the insurer stands in the insured's place by law: any claim the insured has against those responsible passes to it, up to what it paid, and it may continue a lawsuit or enforcement already started; an insured who prejudices that right is liable to the insurer (Turkish Commercial Code, TTK art. 1472; art. 1481 says the same for liability insurers).
  • A claim against the compulsory motor liability insurer, within its limits, is first made to it in writing; if it does not answer in writing within fifteen days, or the answer falls short, the claimant may sue or apply to arbitration under Law 5684 (Highway Traffic Law, KTK art. 97). The Insurance Arbitration Commission hears disputes arising from insurance contracts, including those from compulsory insurance where the insurer is not a member (Law 5684 art. 30).
  • Claims for material damage from motor accidents are time-barred two years after the injured party learns of the damage and who is liable, and ten years after the accident in any case; recourse between those liable, two years after paying in full and learning whom to claim from (KTK art. 109). Where the clock starts for your recovery is your legal team's call, written into the rules.
  • No machine-learning model is needed here: the share and the last day are written rules, run as code, and the fault comes from the documents. A model ranking paid claims by recovery potential could follow once your outcomes by line are recorded. Reading fault in a disputed file stays with your lawyers.

We take a quarter of paid claims with your recovery team, count how many were read for a recovery and how many were pursued, collect your recovery rules and templates, and test the reader on your own claim files before anything is built.
